Judicial Appointments to the Provincial Court of British Columbia
Chief Judge Melissa Gillespie has announced the appointment of three new judges.
It is my great pleasure and privilege to announce that the Lieutenant Governor in Council has signed Orders in Council appointing three judges to the Provincial Court. The new judge appointments are Matthew Turnell, Manpreet Mand, and David Jenkins.
Judge Turnell
Judge Turnell will be sworn in on October 23, 2026. He will be assigned to the Vancouver Island region with chambers in Campbell River.
Judge Turnell is General Counsel at the Taxation Services Division of the Department of Justice in Vancouver. He is also a volunteer fire fighter in his community, holding a leadership role with the Oyster River Fire Department. He is a frequent contributor at CLE programs and well respected in the broader legal and tax community.
Judge Mand
Judge Mand will be sworn in on October 26, 2026. She will be assigned to the Fraser region with chambers in Surrey.
Judge Mand is a family law specialist, having worked as a family law lawyer in the Fraser Valley for many years. Over the years, she has been committed to professional development for herself and her peers and frequently shares her family law expertise in CLE programs. For many years, she has been an active volunteer with CBA BC and UBC.
Judge Jenkins
Judge Jenkins will be sworn in on October 29, 2026. He will be assigned to the Northern region with chambers in Prince George.
Judge Jenkins was born and raised in Prince George. He completed his law degree at the University of Alberta, and then returned home to practice law. Upon his call to the bar, his primary area of practice was in criminal law.
